These changes need member approval. The current bylaws and endorsement policy remain in effect until then.
Article VIII says members must receive at least 30 days’ notice and approve bylaw changes by a two-thirds vote.
Who can join
Active membership is open to Democrats ages 13–35 who live, work, attend school, or are registered to vote in Riverside County or a neighboring county. People who are not eligible to register may join if they identify as Democrats and plan to register when eligible.
Membership and dues
Membership follows the calendar year. Anyone who joins from October 1 through December 31 stays active through the end of the following year. Dues are pay what you can, including $0. PYD does not ask for proof or an explanation. Every active member has the same rights, no matter what they pay.
Lifetime members and alumni
PYD does not offer lifetime voting membership. Anyone who already has a lifetime membership remains dues-free while otherwise eligible and becomes a lifetime supporter at age 36. At age 36, an active member automatically becomes a PYD alum. Alumni may attend public events, volunteer, donate, and advise when invited, but they do not vote, hold office, or count toward quorum.
Endorsement voting
To vote on an endorsement, a person must be an active member at least seven days before voting opens. PYD publishes that date with the vote notice. A past meeting is not required. Voting stays open for at least 72 hours through a private online ballot. A phone or paper option is available on request.
Ballot integrity
Each member casts one ballot. Campaigns and other people may not complete a membership form or ballot for someone else.
Consent calendar
Any eligible voter may pull an endorsement from the consent calendar before the deadline by email, online form, or at the meeting. No second or explanation is required. The item is then discussed and voted on separately.
Moving to the new rules
When these rules take effect, current members remain active through the end of the calendar year at no added cost. Current members who meet the age and location rules may vote in the first endorsement vote after adoption. Current officers serve out their terms under the current bylaw titles.
